Washington County Court Clerk Office

Jean Davis serves as the Court Clerk for Washington County. Her office is at the Judicial Center, 420 S. Johnstone Ave., Bartlesville, OK 74003. No filings or payments are accepted after 4:45 PM, a policy that took effect in November 2019.

The Court Clerk's primary job is to record, file, and keep as permanent records all proceedings of the District Court. That includes felony cases, misdemeanor cases, civil filings, and family matters. All court proceedings are public information under 51 O.S. § 24A.1, with the exception of juvenile, guardianship, adoption, and mental health cases. The clerk also issues marriage licenses, handles private process server licenses, and distributes court fund monies to county and state government. Forms and procedures come from the Court Administrator's Office, the Oklahoma Supreme Court, and the State Auditor and Inspector.

Washington County Bonds and Court Fees

Bonds may be posted at the Court Clerk's office from 8:00 AM to 4:30 PM, Monday through Friday. After hours, bonds can be posted at the Washington County Correctional Facility at 611 SW Adams Blvd. in Bartlesville. If you need to post a bond for a felony case, call the clerk first at (918) 337-2870 to confirm the bond amount and any conditions set by the judge.

A $10.00 preservation fee is added to all new civil filings in Washington County. This fee was put in place by HB1091 and took effect on November 1, 2019. It applies to civil matters rather than criminal felony filings, but it is worth knowing if you are also dealing with a related civil case. Jurors in Washington County receive $50.00 per day of service. They sign in at the Court Clerk's office and get parking permits for free spots near the courthouse, except on Johnstone Street.

Standard copy fees for felony records follow state law at 28 O.S. § 31. The first page is $1.00. Extra pages are $0.50 each. Certified copies add $0.50 for the stamp. A $5.00 search fee applies if staff must find a record without a case number. Authentication is $5.00 per certificate.
